Decision 2014/486/CFSP on the European Union Advisory Mission for Civilian Security Sector Reform Ukraine

WHAT IS THE AIM OF THE DECISION?

  • It authorises a European Union (EU) advisory mission, the European Union Advisory Mission for Civilian Security Sector Reform Ukraine (EUAM Ukraine), to assist Ukraine in civilian security sector reform, supporting the police and the rule of law.
  • The decision has been amended several times, most recently by Decision (CFSP) 2022/638 which amends the EUAM Ukraine’s mandate to also provide support in the investigation and prosecution of international crimes.

KEY POINTS

Mandate

  • EUAM Ukraine is a civilian Common Security and Defence Policy mission to mentor and advise relevant Ukrainian bodies in order to:
    • provide strategic advice on civilian security sector reform, in particular to develop civilian security sector strategies;
    • support the implementation of reforms through practical advice, training and other projects;
    • enhance cooperation and coordination to ensure that reform efforts are coordinated with Ukrainian and international bodies involved.
  • In the context of Russia’s unprovoked and unjustified military aggression against Ukraine in March and April 2022, the EU Member States decided on new tasks for EUAM Ukraine. It now provides support to law enforcement agencies to facilitate the flow of refugees from Ukraine to the neighbouring Member States and the entry of humanitarian aid into Ukraine. EUAM Ukraine also supports the rule-of-law institutions to facilitate the investigation and prosecution of international crimes.
  • EUAM Ukraine will ensure close cooperation with the International Criminal Court and with the European Union Agency for Criminal Justice Cooperation, as well as with Member States acting in direct support of the investigation and prosecution of international crimes in Ukraine.

Priorities

EUAM Ukraine has five priorities in supporting Ukrainian authorities to reform the civilian security sector:

  • national and state security;
  • criminal justice;
  • organised and cross-border crime;
  • community safety and police management;
  • digital transformation and innovation.

Its cross-cutting priorities include human rights, gender equality, good governance and anti-corruption.

Chain of command

FROM WHEN DOES THE DECISION APPLY?

It has applied since 1 December 2014. The validity of the decision has been extended until 31 May 2024.
